If you really want a location, it's the index finger. When someone points at someone and says 'He's the culprit' the pointing finger is 'an accusing finger' or 'the finger of blame'. But the image is not as concrete as that; it's just any indication of guilt.
When money started disappearing from the Petty Cash, the finger of blame pointed at the accountant when he started living beyond his means [more lavishly than he could afford, in view of his salary].
