Dear Teacher
He has a thin stubble on his face.
He has a stubble on his face.
The cattle grazed the field down to a stubble.
Are the above sentences correct grammatically?

Yes ,i think they are grammatically correct,of course ( because " a stubble " is involved in wikipedia
) .As my thoughts ,when you say about a particular person or something ,you can use " a stubble " .It means the stubble of specific one . And you use " stubble " with a larger meaning ,it is beard .On the other hand ,it is a general concept .

It is only my thoughts ,because in English has a lot of words not only in uncount shape but count shape as well

I'm not sure by reading this if it is sorted out or not but...
"He has a thin stubble on his face" 
"He has a stubble on his face"
'The cows..."
I'll dig around in my grammar books if you can't find out why!

As it's normally uncountable, the second doesn't work, but the first and third are particular instances of stubble, so can be used with the article.
