`desperate criminal' means :
a bold outlaw (especially on the American frontier)
outlaw means :
a person who has broken the law and who lives separately from the other parts of society because they want to escape legal punishment:
e.g.
Robin Hood was an outlaw who lived in the forest and stole from the rich to give to the poor.

When applied to a criminal, desperate originally (probably) was applied to a criminal who had committed so many crimes that he despaired of clemency, and so took unusual risks. Nowadays it is used just to mean 'dangerously risk-taking/very bad'.
