Default functional

Hi,

could you please tell me what "functional" means in connection with the following expressions:

Functional questionnaire
Functional interview list

The text deals with an internal audit in a company and includes a list of questions to be asked to persons in various positions in the company.

Thank you very much.

In both those cases the 'functional' is not an adjective defining what follows (questionnaire/interview list), but refers to the functions performed by 'persons in various positions in the company'.
