Think of the sentence as having two elements:
Tell us
and
whom you want to go to tent city tonight.
Think, now, of 'whom' as the 'name' of the person you want to go to tent city.
The second element (a clause) answers the question of what you want "you" (implied) to tell us.
Hint: your diagram will have two clause frames, one with a prepositional phrase.
