'To be on the level' means to be fair and honest.
You can trust him because he is on the level.
'To be at a certain level', on the other hand, has something to do with one's ability.
Students at this level are capable of communicating their ideas effectively.

Level can usually come with at /on because it can be seen as a surface (on) or a point (at). In addition BE might see things as a surface and use prep on (Romance influence) whereas AmE view it as a point at as with the phone.
1. In : In a level /voice /tone
2. At : at eye level . At government level . At a deeper level
3. On: to be on a level with sb / on a moral level
At /on level four (AmE/BrE)
