parallel tours
The US president has pointedly refused to directly respond to Mr Chavez's comments as they make parallel tours of the region.
What does `parallel tours' mean in this sentence?
Please explain it.

The are travelling in the same region, but their routes are different. Chavez is near Bush, but they don't meet.
