and
someone stops me what is that mean?

what is the difference?

I think you want to say:
Someone, stop me! and Someone stops me.
What do they mean? What's the difference?
I think if you read again you'll easily understand what they mean and what the difference is.

I am learning english and I've just started it
My level is very low. sometimes I make a mistake I wish I could write better than now..
