Your first sentence is not correct ED locates the event in the past without any link to the present of the utterance ( here Hes retired)
2) Present perfect seems OK. this tense underlines the end of an event with a connection to the present(work-time over-->retirement)3) might be OK and puts the stress on the verb ' work' understand he has worked enough !!! now it's time for a deserved retirement
