Default Alaska Native

I am a transcriptionist and I want to agree with Alaskan Native male/female as with African-American, etc., but then we are talking about states not nationalities? So with the Native I would think, New York Native, this is an Arizona Native female, not Californian Native? and is the Native supposed to be capitalized? Which is right?

Alaskans include Inuit, Yupik, Aleut,Tlingit, Haida, Tsimshian, Eyak, and other Native American peoples. Most literary style guides use the term Alaskan Native or Alaska Native, both of which are meant to include residents of the state of all cultural backgrounds.
