    Default defensive and offensive claims

    Hi,

    could you please explain what "defensive and offensive claims" are in the following sentence:

    The claim review board may reject the recommended claim/defence because it is not considered valid, in which case all activities on an offensive claim shall be stopped and a defensive claim should be accepted.

    I'm not a lawyer and know very little about insurance, but it seems to me - as we're in the realm of a review - a claim has already been made. In that case, the offensive claim would be the claim by whoever appealed against the original settlement, and the defensive claim would be the counter-claim made by the insurance company - defending their original decision.

    But I'm really not sure
