This question is so broad that it is difficult to answer. Different learners will face different problems- learners speaking languages that don't use the Roman alphabet will have to learn a writing system, which is a difficulty that speakers of most European languages wouldn't face. Then there are practical difficutlies, involving access to lessons and materials, which is something generally faced by students from poorer backgrounds, etc.
