with straw instead of feet
I waited till the Indian team did so well in the Caribbean and after having so well I found that our heroes were men with straw instead of feet. Then I decided that Chappell should not be humiliated in this country." Bala said sarcastically.
Please explain the highlighted group of words?
I know sarcastically mean (to insult someone in a humorous manner).
But I couldn't understand to whom he sarcast in this context.

Re: with straw instead of feet
The Indian team did really badly. Also, a man of straw is an idiom: http://www.usingenglish.com/referenc...-of-straw.html
