Default Is Past Perfect usage appropriate in this sent.

I was wondeing if Past Perfect can be used for an action that occured at a specific time. For example

I had seen him in America in 2006.

I know that Past Perfect is generally used to express something that had happended before something else happened.

For eg.
I had seen him in 2006 before he died in 2007.

No, you cannot.

I seen him in America in 2006.
I had seen him before he died in 2007.
