Is it correct to say "at the picture", or do I always have to use only the preposition "in" (in the picture)?
e.g.
The boy at the picture is my brother.
At the photo, you can see most of my relatives.

You should say: In the picture, in the photo. On the picture and on the photo are fine too.

... and if you say 'at the picture' you run the risk of being misunderstood, with people assuming you mean 'at the cinema' [at the pictures].

I don't think I've ever heard 'on the picture' either, except in reference to either a physical arrangement or to something added after the photo was taken: 'the coffee-cup is on the picture'/ 'there is an ink splash on the picture'.

I've always been told that "in" should be used and "on" is incorrect (in the meaning that you can see sth IN the pic), but a few days ago, my friend told me that "at" is also correct (but I didn't believe it that much)... I just wanted to make sure.
