The people who work in this office are very friendly.
Steven, who is rarely late, didn´t arrive until 9.30.
My cousin Hannah , whose brother you´ve met is coming to stay next week.
The questin is is , Why cant´we use ·what instead of any of thes relative pronouns?
“What” is not used as a relative pronoun. Furthermore, “what” generally refers to animals or things, not people.

What he said shocked me. (In this sentence what carries the meaning the thing that. So the way to test whether to use what or not, is to place this phrase into the sentence and see if it works.
Interesting. But can you tell me what "plave" is. Is it a typo? If so, what word did you mean to use. I coudn't figure it out.
