Breaking copyright laws is seen not so much an illegal behavior/action/act as an avenue for consumers to save money and for music pirates to make enormous profits.
The original sentence uses act, and I wonder if there are any differences between action and act. Sometimes, test questions will ask students here to distinguish between the two words, and this give us a headache time.
Act usually means a single deed, as in "an illegal act," and action means a process involving more than one act, as in "this calls for immediate action."
