Meaning of a sentence

HI!
I'm having problems in understanding the following sentence:
"Nicholas Woodsworth takes issue with Rumpole of the Baley and clears the Costa Brava of being over-run by the English criminal cases".
I know that Rupole of the Baley is a character from an English series (a barrister). I've seen in the dictionary that the meaning of "takes issue with" is "disagree". But I can't understand the sentence yet. Would someone help me?

Woodsworth [who is prosecuting a case] confronts Rumpole of the Bailey [who is defending the case] in court with better evidence and because he wins the case, the criminals are sent to prison, and cannot escape to live on the Costa Brava in Spain.
