Default checking a modal

i just want to check wether the following sentence is modal or not if so could you explain me why?

The aim of the project is:

To clean up the coastlines.

To collect useful information about these coastlines.

Welcome, tanjit.

What do you mean by "modal"? The reason I ask, there are no modal verbs in these sentences:
To clean up the coastlines.

To collect useful information about these coastlines.
The verbs to clean and to collect are infinitive in form.
