english idioms - help

Hi guys,
will you help me find 2 idioms, that i aplly to english from my mother tongue.

1. we say when someone is such a smart ass that always is smart after something hapened wrong.

A literate translation from my language would be: "After a fight everybody is a general."


2. we say when someone gives somebody a hard time, always breathes sb's neck and try to make it difficult for you. When somebody obstructs and set you back, etc.

A literate translation from my language would be: "He throws sticks under your feet."

More a cliche than an aphorism - "It's easy to be wise after the event"

How about "to be a thorn in someone's side"?

It would get right up my nose to have a pain in the neck like that sticking his nose into my business especially if I was up to my ears with work. If I didn't bite his head off and I'd at least send him away with a flea in his ear.
