Buildings can be tall or high. Tall is a relative term. A man of 6 feet is tall, but a tree of 6 feet is not. There is also a shape issue in "tall"; something must have significantly more height than width. High is less relative, referring to absolute elevation. A skyscraper is both tall and high.
