Default Condensor unit

Hi I just had my condensor moved about 4 Ft from my house
The tech cut my lines and added 4 ft of new line I asked him if he had to
put the system into a vacum and install a filter dryer on it, he said it already had a filter dryer and didn't need a new one is this correct ?
and also he told me he could'n charge the system because it was 60 degrees out side.
Is what he's telling me true !!
