By the way, did the two sentences mean exactly the same or
there's slight difference between the two?
Anglika's right and in answer to your second question:
#1 suggests that the powers that be (e.g. the government, police etc...) will use "this law" to monitor or penalize foreigners with working permits
#2 suggests that the foreigners can use or interpret the law to monitor or guide their own actions
"apply to" or be applied to"
