Add Insult To Injury

"When people add insult to injury, they make a bad situation even worse."

From direct use, my understanding of this idiom is slightly different: when something adds insult to injury, it's a smaller and ironic 'finishing touch' on a bad situation (like having it start raining while you're waiting for the ambulance after a car crash).
It's almost the same, but the given def. seems too vague....for example, if the second bad thing was significantly worse than the original problem, the idiom wouldn't work. Being run over while you're struggling to hail a cab isn't adding insult to injury...thoughts?

How about if you got run over when leaving the building after losing your job? Could it apply there? How exactly would you phrase it? Let me know and I'll change it.
