Question Is that correct?

Someone told me that I could not use "who" to instead of "what" in follwing sentence, is that correct? and why?
"Most of what we call geniuses are successful only because they work very hard."
Another question is that I don't know which one is right:
What have we said----her so happy?
A.makes B.to make C.made D.has made
By the way, can I say: "What we have said made her so happy?" And why?

I would prefer to use "those" in this sentence. Neither "what" nor "who" is correct.

Another question is that I don't know which one is right:
What have we said----her so happy?
A.makes B.to make C.made D.has made
By the way, can I say: "What we have said made her so happy?" And why?

It is a question - "What have we said to make her so happy?"

If the sentence is a statement of fact, the other three can be used, but not "to make".
