I don't want to use "it" after "speak" because that "speaking quietly" applies to speaking anything, not just English.

Do you mean a conversation with the library staff? For example, how to check out a book, how to find a book, and so on?

The book I want has been checked out by someone else. Could you tell me when the book is due back, and if there is a waiting list that I can put my name on?
The book I want is at another library. Is it possible to get an interlibrary loan, and if so, how many days will it take?
