I am curious to know if at lower prices and at lower costs are synonymous. Besides, could I also write at a lower price/cost instead? Thanks.

Not synonymous, but closely related. The price a consumer pays is to some extent dependent on the costs a producer has to meet. So both these are true:

Mass production enables companies to reduce the costs of producing better products.

Mass production enables companies to offer consumers better products at lower prices.

You could use the singular as well; it changes the focus (do they produce one product or a range of products - and even if they produce a range of products, are you talking about the way they sell them: "at a lower price"?), but it doesn't change the meaning much.
