Can the word 'being' be used at the beginning of a sentence? For example, eing only a child, she does not view her world with much complexity.

The word "being", as a verbal, can be either a present participle or a gerund. A participle can be used in forming verbs or can cat as a modifier. A gerund acts as a noun. Either of these can start a sentence.

As a gerund, it could be:
Being a policeman is dangerous work.
