What would be the most common way of phrasing your question if you want to find out if consulting a physician is going to cost you any money? (When I lived in Ontario, I would have asked “Is the doctor covered by OHIP? ”/ or “Is the doctor an OHIP doctor?”):

Would this about cover it so you could use it anywhere in the world?:

Is the doctor on the national health plan?

As there are so many different schemes and terms, you could ask the other way round:
Is the doctor private?

Thanks, Tdol, I will use that one as an option. I'm still curious about the "national health plan" wording though.

You could ask "Is this doctor covered by my insurance?" Then when you're asked what type of insurance you have, you could say either "just the national plan" or mention any private coverage you have.
