Default no more intelligent than

Hi.
I think the sentences below are a little confusing to me.
Please, help me out.

He is no more intelligent than I am.
=====================================
What does this sentence mean?
It means to me that he is as intelligent as I am.
Both are intelligent, but I could be slightly more intelligent.

But some people interpret this sentence like...
He and I are both stupid. Right?

Charlie is no more good-looking than James is.
======================================
I guess Charlie is as good-looking as Janes, but James could be slightly good-looking.
But some people also interpret this sentence like...
Charlie and James are both ugly. Correct?

Confusing, huh? (Only to me?)
Help me out.

It means that our intellects and their looks are roughly equal. If I am clever, then he is, but I could be stupid- the degree of intelligence or beauty depends IMO on the people involved.

Hello,
Hmmm... I am not sure but I think the sentence " He is no more intelligent than me" means "He used to be more intelligent intelligent than me, but he isn't anymore". Or you can say, "At present he is not more intelligent than me at all".
