You mean fluent?

There isn't any recipe for learning. English language is a very complex system.
Maybe you can attend some course to leatn the basics, and try expanding it on your own, or by conversation, etc...

Constant practice is the only way - listen to radio, watch films, read books and newspapers, and write as much as possible. Use these forums for help!

I would just have to add this:
Do not try to learn words by heart. You'll forget them quickly for sure!
