"I am going to go to London". Is this statement correct or incorrect? why?

Someone told me that I could not use "going to" with "go" and "come", but I could use all other verbs.

Nonsense!
But you should know:
GOING TO is usually used when something is already planned or definite.
The use of 'going to' to refer to future events suggests a very strong association with the present. The time is not important - it is later than now, but the attitude is that the event depends on a present situation, that we know about.
