In this sentence should I use whom or that ?

he has a niece, whom/that he seldom sees

He has a niece whom he seldom sees.
He has a niece that he seldon sees.
He has a niece he seldom sees.

Note, for some speakers whom sounds rather fuddy-duddy, which is why they opt for that or even leave out the relative pronoun altogether, especially when it functions as a conjunction.
