There is no longer the distribution of metrocards for employees' use while conducting official travel.

or please provide grammatically correct sentence in active voice

To make it active, you need to know who it is that will no longer be distributing these cards.

(I wouldn't call the original sentence grammatical. Metrocards will no longer be distributed for ... would be far better.)
