Question concerned with / worried about

When someone says that he or she is concerned with someone´s problem , what is the degree of care ? Is there any difference if the person says worried about someone´s problem?

This is an unanswerable question as it depends on the relationship of the people concerned.

However, it could simply be an expression of interest in the other person's difficulty.
