Difference in meaning between sentences

1. I can run three times faster than my younger brother.

2. I can run three times as fast as my younger brother.

Do both sentences have the same meaning? If not, could you please let me know the difference in meaning between them?

It depends; some would say that the first means 4x, but many speakers don't use it that way.

I would use three times as fast as, since it is making a comparison in the same way as 'twice as big as'.
