could you please explain what the word "full" means in the following text:
The system provides the following functions:
- approval of ideas at both the initial and full stages
- xxx
- yyy

The initial stage refers to the starting-up phase, or the beginning.
Full stage means everything is in place and all aspects are running at full speed or capacity.
