The tense is fine, but the main verb seems doesn't work. Try,
One boy is eating a sandwich, and you can tell by the way he is eating it that he hasn't had/hasn't eaten breakfast.
Does that help?

what I am trying to say that I am not sure whether he has eaten his breakfast or not. That is why I chose " seem", so in such case, can I
maybe he has not eaten his breakfast??

I am waiting for a bus. One boy is eating a sandwich. I wonder if he has eaten breakfast.
Does that help?
