    Dear Experts,

    The cost-effectiveness and -efficiency of programmes need to be compared in order to provide additional analytical inputs to programming.


    My comprehension
    We have to compare how to control the cost successfully and how to operate the cost in an organized way without wasting any in order to provide additional analytical information to programming.

    I wouldn't say 'operate'a cost- we talk of'running costs' or 'operational costs'.
