    I don't know what is supposed to be
    St. James's
    here.

    St. James's Palace is the senior Palace of the Sovereign, with a long history as a Royal residence. In Jane Austen's time, it was where the King lived in London and it is where someone would be introduced into top Society. In this passage, is is made clear that although "he" moves in the "best" circles, he is still considerate and polite to everyone.
