I would use "Indian" or "East Indian" as the adjective. It means that the speaker is listening to (or imagining that he is listening to) an song from India. "Singing" is a participle in that sentence.

The first "singing" is a participle; it is part of the progressive verb "is singing".

The second is incorrect. I would say "I hear a woman singing an Indian song". A fix for your sentence would be "I hear the singing of an Indian song by a woman", but it is structurally clumsy.
