I would use 'for' in #1. #1 can state a potential or actual use for dogs; #2 can state only the actual use-- at least, that is how I read them normally.

Why not say like this:Dogs are good company for the elderly. Or maybe like this:Dogs make wonderful companionsfor the elderly. Cheers, Koh!
