make and do

Please tell me what is the grammatical difference between 'make' and 'do' as the dictionaries send you from one to the other. We use 'make' when talking about something newly created that has not existed before, but why do we use 'do' when talking about a piece of fine art which is a creation?

In art, the semantics are as follows: if you use your hands, it's make; if you use a tool, it's do or paint or sculpt, and so on.
