Hi,
could you please explain what "under the qualification of" means in the following sentence:
The services provided by the auditors to the contractors are regarded as provided under the qualification of subcontracts in the framework of FP6 contract and are therefore subject to the requirements of selection of the bid offering best value for money.

To me, it sounds as if they are insuring themselves against risks from subcontracts.
