filling in the blanks

Could someone tell me what words to fill in the blank?

For (1) I think it should be 'secure'. but the word has already been used in the earlier part of the sentence.
For (2), I think it should be 'consider'.

Am I correct? Or are there more appropriate words?

How about "raise" for #1?
"consider" for#2 looks fine.
