can we write " there are many who have any shelter to live in."Pls. explain

No. That is not idiomatic English. Also, it is impossible what the writer's intent is.

Possibilities:

1. There are many who have no shelter to live in.
2. There aren't many who have any shelter to live in.
3. There are many who haven't any shelter to live in.
