Hi,
I am not quite sure about the meaning of the underlined sentences. Please do me a favor. :o
1. Advertisers were willing to place their advertisements only with those
titles which attracted an audience made up of people possessing the
financial means to purchase their products. By this logic, the 'lower
orders' of society inclined to support the campaigning press, were, by
definition, all but excluded.
2. We were giving a free hand, as we knew that if we produced
something the public like to read we should not be blamed even if we
diverged to some extent from the instructions given us at the morning
meetings.

First, what I am not sure of. I am not sure what titles refers to in the first sentence, nor am I sure what is meant by the campaigning press. Now, to what I am sure of. Advertisers are in the business to sell products or services. Thus, what they seek to do is find ways to reach their target audience most effectively. Also, they are unlikely to advertise to people without the means to buy their products.
The phrase "given a free hand" means to be allowed to do what one wishes to do.

I think "titles" refers to titles of publications that attract affluent readers.
