| Sorry no further context because it's a sample sentence in a dictionary. I think it means "They are not in a touring group who just see foreign PORTS from a protected area." I wonder why 'ports'. I wonder if they don't get out of the ship and if they just see the cities from the ship. Or do they just visit ports and not other inland towns? Thank you. |

| Your interpretation seems about right. Often those on cruises only visit sea-ports, and when they visit them it will be a quick visit, often carefully organised so that they see only what someone else has selected for them to see. |
