As you are probably referring to some stated regulations, you ought to put ''THE'' prior to ''regulations''.

Sorry Jason, but "to comply" is not correct (as Bianca pointed out). I'm sure it was an oversight![]()
Just to add:
1. the "that" is optional (It is strongly recommended you comply with the regulations)
2. "recommend" is one of the so-called subjunctive verbs, which means the that-clause verb should be in its base or simple form. You only really notice this when he/she/one is used (It is strongly recommended he comply with the recommendations)
3. I believe some BrE speakers would use "should" here. (It is strongly recommended you should comply...) Perhaps a BrE speaker could comment on this!

I thought that if there is no one to whom a recommendation is given, then you could use the to-infinitive:
It is strongly recommended to comply with the regulations.
However, if you want someone to be given a recommendation to, then you use the subjunctive:
It is strongly recommended that you/he/they (should) comply with the regulations.
or
You/They are strongly recommended to comply with the regulations.
He is strongly recommended to comply with the regulations.

You are right; it is possible to use an infinitive or for+infinitive in this type of adjective complement construction. I have no problem switching the adjective (e.g. It is important/necessary/vital [for one] to comply with the regulations) and being happy with the rule but for some reason "recommended" with this structure doesn't sound right even though it should fit the form.
Perhaps it's just me? Anyone else out there with a comment?
