In this context, "a pop-up" means one of those books that is usually for children where the pictures inside the book "pop-up" when you open the book.
A pop-up doesn't have to be a children's book; and there are some pretty amazing pop-up books out there. But because of the context in your sentence, it probably means a children's book with pop-up pictures.

Except that they should get his name right. He's not a junior. It completely negates the humor when they can't get a simple fact right.
I think that using "Jr" was probably the intention of the author to say that "W" is the son of George Bush in a tongue-in-cheek sort of way. It's sort of like when a person intentionally (or erroneously) calls a husband or male partner by the last name of the wife or female partner; like calling Steadman, "Mr. Winfrey."
I guess our politics influence our sense of humor.;-)

That's a very charitable interpretation. I think that people think they are both called "George Bush" and therefore assume he's a junior. But I had no idea Oprah was married, so I learned something new.
I am so glad to have this explained, esltutor. Thank you. I actually googled the phrase and went to Amazon and read the whole review this sentence was taken from, and I still didn't get it. For one thing, the unclear antecedent for "that" made me wonder if the book or the president was supposed to be the pop-up. Then my head was full of pop-up showers, pop flys, Pop Tarts...

No, Oprah is not married. She has a male partner named Steadman Graham (perhaps it is Stedman--different sources have different spellings).
